10 August 2023, Mr Cao Zhenfeng, Chairman of Beifang Automotive Education Group (Beifang), and Mr Erwin Fernandez Balane, Education Counsellor of the Philippine Embassy in China, held a meeting at the Philippine Embassy in China. Both parties agreed that further deepening of cooperation between the two countries in vocational education is needed to promote industry development. Afterwards, the two sides' representatives signed MOU on Deep Strategic Cooperation on "Integrated Production, Education and Research".

During the meeting, Counsellor Erwin Fernandez Balane highly praised and admired Beifang's outstanding achievements in the field of vocational education over the past 30 years, especially its long-term dedication and continuous innovation in automotive education. He noted that Beifang has advanced teaching standards in this area through its diversified automotive curriculum system, going deeper than he had expected. Counsellor Erwin Fernandez Balane added that the Philippines' current engineering education has not yet provided such a systematic and customized curriculum setting for automotive majors. He hopes that through cooperation with Beifang, the Philippines can introduce Beifang's excellent education systems in new energy vehicles, autonomous driving, and hydrogen energy technologies to optimize and upgrade its vocational education system and lay a solid foundation for cultivating automotive talent locally.
